fres from control in his dealings with emigrants between

Tiong Long and singapore; and secondly that ani grants

recruited in long dong and for any reason rejected at singapore are in danger of being stranded at that distance

from their homes.

If emigrants can be properly protected against

the risks which these difficulties involve, this Govern-

ment would have no further objection to put forward. It is auested that the Government of the straits settlements

should require a guarantee from the employer that all

migrants recruited in this indirect manner should ultimate-

ly be returned to their homes in the country at the employer's expense in accordance with the usual practice:

and that authority for such indirect recruitment should be issued by the proper Goverment Department in the

Straits settlements, after being notified that the guarantee was in order. Hong kong could paas emigrants under the authority issuxi, sending direct to the Goverment of the traits Settlements the lists of the men so passed. They

would be infoned before leaving as precisely as possible

of the conditions they would be offered on reaching the Straits settlements, but that in any case, (if, e.g., they

should be rejected on medical or other grounds,) the Goverment of that Colony would be responsible for their

return to their homes in the country.

6. It is realised that "free" anigrants constantly

leave the Colony for the traits settlements; and the schede outlined above would apply only to those who were recruited and sent forward as "assisted". The regulations
